1st HCD Resubmittal Draft
The City of Scotts Valley revised the 6th Cycle Housing Element - HCD Submittal Draft that was originally submitted to HCD in July 2023 based on preliminary comments from the California Department of Housing and Community Development (HCD). The 1st HCD Comments Resubmittal Draft was available for public review from September 11 through September 18, 2023. You can access the Full Resubmittal Draft here.
HCD Submittal Draft
On July 5, 2023, the City of Scotts Valley published the Housing Element Update to the Department of Housing and Community Development (HCD) for review. The HCD Submittal Draft includes revisions based on City Council, Planning Commission, and community member guidance and input. The City expects to receive comments from HCD in early October 2023. Joint City Council/Planning Commission Study Session
On Wednesday, June 28, 2023, the City Council and the Planning Commission conducted a joint study session to discuss the Public Review Draft Housing Element. The meeting included a discussion on the Public Review Draft Housing Element, changes to the candidate sites inventory since the last study session, and community efforts to date. Public Review Draft
On May 19, 2023, the City of Scotts Valley published the Public Review Draft of the 2023-2031 Housing Element. The Public Review Draft was available for review and comment through June 19, 2023. Additional information can be found here.
Community Workshop No. 2
On Tuesday, May 30, 2023, the City of Scotts Valley hosted a second community workshop for interested parties to learn about the Public Review Draft and how questions and comments can be provided on the Draft. You can find the PowerPoint, informational flyer, and meeting recording below:

Joint City Council/Planning Commission Study Session
On Wednesday, April 5, 2023, the City Council and Planning Commission conducted a joint study session on strategies to address the 6th Cycle RHNA. The discussion reviewed the following strategies and topics: projects in the entitlement pipeline, projected ADU development, existing zoning capacity, opportunity areas, and potential zoning code amendments. Informational Presentation - City Council

Community Workshop No. 1
